How does NA get to drop on the cart path? I thought that if you took relief that you ould go to the nearest point of relief and drop within one club length. But, do you not have to take COMPLETE relief?

I saw that too and I'm guessing that the curb and the cart path are two separate immovable obstructions so he took relief from the curb that he was standing on and the ball probably bounced closer to the hole so he got to place on the cart path where it last hit it and then played from there. I'm sure this will be discussed on lots of rules forums.
I also saw Kuchar pick up a ball on a green before he putted and it was not marked. He picked it up and moved it without marking it.
I'm sure he would have never picked up his ball without marking it.
I just looked at the replay of of Na's situation that I had on my PVR and he was definitely getting relief from ground under repair as is ball was sitting in a deep rut that wasn't normal and the official was right there so he did the right thing. He was actually quite smart to take the relief where he did as he then had a perfect tight lie on the cart path. All done according to the book.
I assure you Kuchar did pick up the ball, turned it and pick it back down. He only lifted it about 1" or so. And NO he did not mark it. He proceeded to putt it immediately.
ex-mailman I just went through the recording and looked at all of Kuchar's putts and if it was the one on 13 he did move his ball and then picked up his marker and put it in his pocket. Just looking quickly I can see how you are saying he didn't mark it. He did nothing wrong in placing his ball as he did have the spot marked.

I had seen Kuchar move his ball and was surprised he hadn't put a marker down first. But apparently he had a marker down because he picked one up.
