put the ball back to its original spot and take a 1 stroke penalty?
Without looking, a two stroke penalty. I think he gets to keep the stroke tho.
If the ball started moving after he initiated his stroke he'd be ok.
Without checking the rules (which I would always do :) ), I would think that there is a penalty for having moved the ball (at least having been deemed to have moved the ball after having addressed it), and another penalty for hitting a moving ball. I can't recall whether these penalties can be cumulative, but I think that they can be. Also, it seems reasonable to assume that the ball would have to be putted again from its original location.
It would have been easier to answer this question by looking at the rules, but I felt venturesome.
I am guessing you have to have a ball be at rest on the green when maing a stroke. By hitng a moving ball in the green surface a penalty stroke is assesed. And sine the troke was illegal he must replace and replay the stroke.
I am very green when it comes to rules, but here this is what I think happens.
Nothing wrong with this as we all started at the same point. But you are curious and willing to give it a shot and because of this, your knowledge of the rules will improve. I tend to learn a lot from the too many mistakes that I make.
If you start your backswing and then the ball starts to move, there is NO penalty if you continue your swing and strike the ball. However, if you stop then there is a 1 stroke penalty for moving the ball and a second if you fail to replace it.
However, in my scenario above, the player addressed the ball, and the ball began moving before he made a stroke and hit the moving ball. He IS penalized two strokes in stroke play for hitting a moving ball. But the penalties are not over yet.
Since there are no more takers on this scenario the ruling was: 2 strokes for hitting a moving ball, 1 stroke for causing the ball to move and 1 for not replacing it.

Since he had not STARTED his stroke but had addressed the ball, he must replace the ball and take a one stroke penalty.
